I like how some games have done it in the past - reverse damage friendly fire. So if you shoot a friendly, the damage is dealt to yourself instead. I doubt people would support that for this game though.
EDIT: I believe you should definitely go negative in this current system.

I support and love the idea of stricter penalties (and having multiplied WP penalties for each additional friendly kill) for friendly fire in action warfare.
Example: -100WP for 1st friendly kill, -200 WP for 2nd friendly kill, -400 WP for 3rd friendly kill.
Making players take small WP penalties for killing oneself more than 2 times might be a good idea. (To prevent constant self killing to give the opposing side an advantage).
Another 2 penalties for a player having a negative WP total at the end of the match could be preventing them from earning SP for 36 hours and not getting the LP at the end of the faction warfare match where they had a negative WP total at the end.
I like these ideas!
Increasing penalties for each subsequent TK. The ability to go negative. Negative WP = no LP and no faction standings gained.

To be honest I don't like this because every one has had a stupid blueberry walk right in front of the trying to hog a kill and walked into our aim of fire. We should keep the same penalties except I do agree where people should be able to go negative and for every friendly kill they get a deduction of SP and LP per kill
